Automatic License Plate Readers (ALPRs)

 

On April 26, 2017, the Town Council approved the installation of Automatic License Plate Readers (ALPRs) at fixed locations for the purposes of deterring crime and helping to create a safer environment for all those who live and work in or visit the Town.

The ALPRs installed by the Town will gather data associated with vehicle license plates that can be shared with local law enforcement for purposes, including, but not limited to, identifying stolen and wanted vehicles, identifying wanted persons, recovering missing persons, recovering stolen property, and gathering crime related information.

Access and Security of Data
The Town is concerned about protecting the privacy of its resident and visitors with respect to the retention and use of data gathered by ALPRs. The Town Council approved the addition of a chapter to the Municipal Code to provide for the proper storage and use of the data gathered by the Town's ALPRs. The San Mateo County Sherrif's Office also follows the Northern California Regional Intelligence Center (NCRIC) ALPR Policy, which is posted on their website here.

The Town owns all data collected by our ALPR systems, and also owns the cameras. The data is stored in a proprietary cloud storage system operated by Vigilant Solutions, Inc. (the vendor of the camera systems).

The Town has granted access to the data to the San Mateo County Sheriff’s Office and authorized members of the Northern California Regional Intelligence Center (NCRIC). Access to the data requires an authorized user to share their user credentials and reasons for their inquiry, which can be later audited by staff. The Town also requests users to conduct regular audits to ensure data access security.

Data is retained for one year, and then deleted, unless in active use by a law enforcement agency for the purposes of an investigation.

Vigilant Solutions, Inc. offers systems monitoring that samples non-intrusive information such as pixel heights and image contrast levels to proactively identify any performance or accuracy issues.
